What is a Revenue Authority?:
A governance regime for an institution responsible for revenue administration which provides for greater autonomy then that afforded a normal department in a ministry.

What is the difference between the Authority and the Department of Revenue in the Ministry of Finance? :
The difference is that the Authority will have more operational and administrative autonomy within the frame work of the law then the Department of Revenue. Additionally, the Authority will manage its own administrative functions such as Human Resource Management, Budget and Finance Management and all other general support services. At present, these services are provided by the Ministry of Finance. Also, the staff would not be Civil Servants. They would be covered under the labor law.

What is the name of the Revenue Authority in Liberia? :
“Liberia Revenue Authority”. The acronym is LRA.

What is the mandate of the LRA? :
The mandate of the Authority is to administer and enforce laws in accordance with the Code ( and other related laws under which it is assigned responsibility) for the purpose of assessing, collecting, auditing and accounting for all national revenues and to facilitate legitimate international trade and customs border management-enforcement.

What is the Mission statement of the LRA? :
The proposed Mission statement is “to professionally, fairly, transparently and effectively collect lawful revenues; facilitate legitimate trade and social protection for the purpose of Liberia”.

What is the Vision statement of the LRA?:
The proposed vision statement is “to be a professional revenue administrator adhering to international standards and to serve as a model for revenue collection &service delivery”.

What are the key factors underpinning the LRA establishment? :
The need to:
** Enhance efficiency and effectiveness in the collection and administration of the Revenue Laws of Liberia which will increase taxpayers voluntary compliance and expedite the acceleration of revenue growth for economic development;
** Enhance quicker delivery of fair, professional and effective tax payer services to the public and minimize undue bureaucracy;
** Facilitate the provision of better compensation package including a good pension scheme thereby enhancing general motivation, productivity & integrity;
** Facilitate greater accountability for revenue collection, performance standards and synergies in administration across revenue and common services departments.
** Facilitate greater policy focus by the Ministry of Finance;
