Ministry of Health
The Ministry of Health Uganda, is a government body set up with the mandate of policy formulation and policy dialogue with Health Development Partners, resource mobilization and budgeting, strategic planning, regulation, advising other ministries on health matters, setting standards and quality assurance, capacity development and technical support, provision of nationally coordinated services such as epidemic control, coordination of health research and monitoring and evaluation of the overall sector performance.
Some functions have been delegated to national autonomous institutions including some specialized clinical support functions (Uganda Blood Transfusion Service (UBTS), National Medical Stores and National Public Health Laboratories), regulatory functions (handled by professional councils, National Drug Authority and other regulatory bodies) and research activities conducted by several research institutions and coordinated by the autonomous Uganda National Health Research Organization (UNHRO).
Uganda Sanitation Fund Program
The Uganda Sanitation Fund (USF) is a programme through which financial support (grant) from the Global Sanitation Fund (GSF) is provided.
It is a five-year-long program funded by the Water Supply and Sanitation Collaborative Council (WSSCC) managed by United Nations Office For Project Services (UNOPS).
The program aims at creating a robust demand for sanitation to the point that people seek out creative ways to install toilets in their communities and stop Open Defecation.
The purpose of the USF is increasing development and utilization of sanitation and hygiene facilities with a goal of contributing to the reduction of morbidity and mortality rates due to sanitation related diseases among the people in the programme area. A key result area is stopping open defecation throughout the programme area.
The program is being implemented by the Environmental Health Division in the Ministry of Health as the Executing Agency (EA) and the Ministry of Finance, Planning and Economic Development to implement a program making maximum use of existing capacity set up at central and district level.
USF is implemented in 30 District local Governments as Sub-Grantees. Project proposals are generated at the local level and must receive approval of the District Water Supply and Sanitation Coordinating Committees and the District Council before submission to MoH.
The Programme targets approximately 5.6 million people in over 9,000 villages, to live in Open- defecation free (ODF) environments, and to adopt good hygienic practices. The programme contributes to the National Development Plan II objective of increasing access to quality social services and is built on Uganda’s Improved Sanitation and Hygiene (ISH) strategy.
