Items Required for Health Certificate for Residence in Taiwan:

Note:
1. This form is for residence application.
2. A child under 6 years old is not necessary to have laboratory examination, but the certificate of vaccination is necessary. Child age one and above should get at least one dose of measles and rubella vaccines.
3. Pregnant women and children under 12 years of age are exempted from chest X-ray examination. Pregnant women should undergo chest X-ray after the child’s birth.
4. A child under 15 years old is not necessary to have Serological Test for Syphilis.
5. Applicants coming from countries or areas listed on Appendix 1 or nationals without registered permanent residence in the Taiwan Area are not required to undergo a stool examination for parasites and an examination for Hansen’s disease.

6. Hansen’s disease examination refers to careful examination of the entire body surface, which should be done with courtesy and respect to the applicant’s privacy. During the examination, the applicant is allowed to wear underwear and be accompanied by a friend or female medical personnel. Hospitals or clinics have the responsibilities to protect the privacy of the applicant and the examination should be done step by step. Hence, taking off all clothes at the same time should be avoided.

AIDS Control Program :
AIDS (Acquired Immunodeficiency Syndrome) is caused by the human immunodeficiency virus (HIV). The infection destroys an individual’s immune system and leads to some opportunistic infections or cancers, and eventually to death.

The infection is thus considered the most serious worldwide health problem of the 20th century. In Taiwan, the first AIDS case (a foreigner in transit) was identified in December 1984. Up to July 2007, the number of HIV infections had accumulated to 14870, of whom 14246 were indigenous Taiwanese, and 1740 had died. Among the 14246 HIV positive natives, 5552 (38.9%) are injection drug users, 4946 (34.7%) MSM, 3399 (23.8%) heterosexual, and 53(0.4%) hemophiliacs. Most of them are male (12959 cases, 91.0%), aged 20 to 29 (5429 cases, 38.1%), or 30 to 39 (5045 cases, 35.4%)

The Department of Health (DOH) initiated the prevention and control of AIDS in 1985. The prevention and control of HIV/AIDS programs were approved by the Executive Yuan in January 1994, and the second phase of the program was approved in March 1996. Important measures of the program are as follows:

1.Disease Surveillance :
Medical personnel must, upon detection of HIV/AIDS patient or death, report to local health authorities within 24 hours.

2.Medical Care :
Free medical care has been given to confirmed HIV/AIDS patients since November 1988. In April 1997, the DOH began to provide free combination therapy – HAART (Highly Active Anti-Retroviral Therapy) to every compatriot with an HIV infection.

The DOH may entrust medical or research institutions to carry out the HIV testing, treatment, and expenses. The DOH shall provide additional compensation to all personnel whose jobs are related to HIV treatment. Non-governmental organizations have set up ” AIDS Half-Way Houses” and “Hospice for PWAs Half-Way Houses” to continue the care of homeless patients.

3.Laboratory Testing and Counseling Services :
Since 1985, screening for high risk groups, general screening of blood for transfusion and blood products, screening for military draftees, screening for prison inmates, and screening for foreign laborers have been conducted.

The ROC Public Health Association has been asked to develop a new method of mailing blood specimens on filter paper for more anonymous screenings. Special telephone lines have been set up in the DOH, local health bureaus and designated hospitals for public inquiries. The “Master Chang Line”, the “Life Lines” and the “Makay Safety Line” have also been asked to provide counseling on AIDS.
