What is Office of the Controller of Examinations?

The Office of Controller of Examinations (OCE) is established under the Government of Nepal/Ministry of Education. Its main functions are to manage and conduct the School Leaving Certificate (SLC) Examinations. The first SLC examinations were held in 1934(1990BS). Since then several improvements have occurred in the practice of conducting SLC Examination. The OCE conducts National Level Examination of more than 300 thousand students every year.

Objectives :
** Develop a National System of assessment and standardized testing.
** Establish a strong system of analyzing result and feeding this information back to school.
** Improve the quality of test paper and ensuring reliability in marking.
** Develop the student performance and curriculum materials based test items.
** Manage time bond examinations, results, and awarding certificate to SLC graduate.
** Conduct research activities related to assessment and examinations.
** Systematize the accreditation of Examiner, Head Examiner, and Question Setter.
** Start the decentralized system of SLC Examinations activities.

Functions :
** Computing and confirming the Registration records of all SLC Candidates.
** Keeping records of SLC Examinations.
** Organizing training, workshop, and seminar of Examiners, Head Examiners, Question Setters, Monitors, and DEO personnel.
** Conducting SLC Examination, publishing results and awarding certificates.

** Publishing Subject Specification grid, Practical Marks Support Material, Guideline for SLC Exam and Management, Yearly Statistics Book of SLC results, Trimester Examination Activities, Guide book for Examination center, Model test item, and Booklet for Answer book checking center.

** Conducting action researches on Examination related issues.
** Original Certificate, Mark Sheet and Migration Certificate.
** Duplicate Certificate and Mark Sheet.
** Provisional Certificate.
** Verifying issued certificates

Note: Since SLC, 2052 B.S. issuing of Migration Certificate, Duplicate Mark sheet, Provisional Certificate, and correction of Name, Caste, Date of Birth are done at the concerned Regional Educational Directorate.

The Provision of Education Regulations 2059(with amendment) about the SLC Examination :
** Formulating policies for conducting examinations.
** Fixing the bases of determining exam centers.
** Conducting exams.
** Deciding the fees for registration, application and examination forms.
** Fixing allowance for the manpower involved in the examination related works.
** Publishing results and awarding certificates to the successful candidates.
** Punishing the teachers and personnel breaking the rules of examination.
** Appointing question setters, examiners and other necessary personnel.
** Scrutinizing answer books in fair and regular manner as well as directing the concerned personnel about these matters.
** Fixing the rights, duties and functions of examiners and question setters
