BAMF Electronic Residence Permit

he electronic residence title (e-residence title) with a certified chip was introduced on 1 September 2011.

The “Electronic Residence Permit” flyer is being revised and is therefore currently not available.

The existing residence permit (sticky label), the residence card and permanent residence card, and the substitute paper identity card are superseded by the electronic residence permit in credit card format.

The electronic residence permit has a contactless chip inside the card on which biometric characteristics (photo and two fingerprints), supplementary conditions (requirements) and personal data are stored. In addition, the chip contains the facility to use an electronic proof of identity and a qualified electronic signature.

All EU Member States are obliged to introduce the electronic residence permit. The basis for this is EU regulations no. 1030/2002 and no. 380/2008.

The aim is to design a uniform residence permit for the European Union and, by using biometric data, to increase the connection between document holder and document, and to protect these from abuse. A personal electronic residence permit will be issued for every third-country national.

Note:
Existing residence permits in passports and substitute identity papers will remain valid until 31 August 2021 at most. This is regulated by section 105b of the Residence Act in conjunction with the latest version of the Directive Transposition Act (Richtlinienumsetzungsgesetz).

Just as the new identity card for Germans, the electronic residence permit will facilitate online communication with authorities and administrative offices for foreign nationals, thus helping to save time and money.

The use of the online identity functions (electronic proof of identity and electronic signature function) is voluntary and can be switched on and off on request.

The new document will be produced by Bundesdruckerei GmbH in Berlin.

What to do next?:
To avoid your electronic residence title being misused when stolen or lost, you must have the online identification function cancelled immediately.

You can do this by telephone using the cancellation hotline number on 116 116. The new cancellation hotline can be reached free of charge from German landlines, as well as from all mobile phone networks.

The cancellation hotline can also be reached using the phone code for Germany, by dialling +49 116 116, but this is not toll free. In order to provide extra security, the cancellation hotline can also be reached by dialling +49 (0)30 40 50 40 50. The hotline will ask you to give your name, date of birth and cancellation password. This prevents anyone but you from cancelling your electronic residence title.

Note:
In this event, you must also inform the immigration office responsible for you of the loss of your electronic residence title.

You may also contact your immigration authority in person or by telephone to register the loss of your electronic residence title. The staff will then cancel the online identification function using the cancellation hotline.

Note:
If you have forgotten your cancellation password, you must tell your immigration authority in any event.

Cancelling the signature function:
If you also use your electronic residence title for the electronic signature, you must immediately register its loss or theft with your signature provider and have the signature function cancelled.

Note:
Please note that your signature is not locked automatically when you notify the cancellation hotline or the immigration authority. You must always contact the signature service-provider yourself to do this.
