Cinemalaya Launches Logo Animation Competition:

The Cinemalaya Foundation and the Cultural Center of the Philippines (CCP) in cooperation with the Animation Council of the Philippines (ACPI) are launching the Cinemalaya logo animation competition on May 2, 2014.

The competition is open to all Filipino professional and student/amateur animators.

The competition, which involves the production of a new Cinemalaya logo animation, is part of the 10th anniversary celebration of the Cinemalaya Philippine Independent Film Festival. The 15-second animation work will be used as the new opening billboard (OBB) for all Cinemalaya competition films. At present, the OBB is a 2D animation of the Cinemalaya logo created in 2006.

The new OBB logo animation will be chosen through a competition open to all Filipino professional and student/amateur animators. The participant may or may not be a resident of the Philippines and does not necessarily have to be a Filipino citizen as long as he/she has a Filipino lineage. A participant may submit a maximum of two entries only. The entries may be a 2D or 3D animation work.

Entry forms and competition guidelines and rules may be downloaded from the Cinemalaya, CCP and ACPI websites. The application period is from May 2 to June 13, 2014. The winner will be announced during the Cinemalaya press conference at the CCP on July 9, 2014. The winner shall receive a cash prize of P50,000 and a certificate of recognition from the Cinemalaya Foundation and the CCP.

Guidelines And Rules :

A. INTRODUCTION :
The Cinemalaya Philippine Independent Film Festival is celebrating its 10th anniversary this year. One of the projects being planned is the production of a new opening billboard (OBB) Cinemalaya logo animation. The 15-second OBB is used at the beginning of every Cinemalaya competition film. At present, the OBB is a 2D animation of the Cinemalaya logo created in 2006.
The Cinemalaya Foundation, Inc. (CFI) and the Cultural Center of the Philippines (CCP) with the support of the Animation Council of the Philippines, Inc. (ACPI) are therefore currently organizing a competition for a new OBB animation which will be launched in July 2014 prior to the festival which is scheduled from August 1 to 10, 2014.

B. GENERAL INFORMATION :
1. The participant may or may not be a resident of the Philippines and does not necessarily have to be a Filipino citizen as long as he/she has a Filipino lineage.
2. CFI and CCP officers and staff and members of their immediate family are disqualified from entering the competition.
3. Members of the Pre-Selection and Selection Committees and members of their immediate family are likewise disqualified from the competition.
4. Entries may be 2D or 3D animation works and shall be made “frame by frame” including computer graphics animation.
5. Entries shall be 15 seconds in length and shall depict the Cinemalaya balanghai logo (shown above) and its original colors. The following color specs must be followed:
Blue – C100, M100, Y0, K0
Red – C0, M100, Y100, K0
Yellow – C5, M2, Y100, K0
Color Guide:
C Cyan Y Yellow
M Magenta K Black
6. Entries shall also utilize the Cinemalaya music used in the original OBB. Both logo and 15-second music can be downloaded from the Cinemalaya, CCP and ACPI websites.
7. Entry works must be submitted in two formats;
a. Flash Drive :
Must contain entry with a color bar of 5 seconds and followed by a black leader of 3 seconds at the beginning. Entry must be in the following formats:
** Master Video File : Apple ProRes HQ – 2048 x 1080 container size (1920 x 1080, 1998 x 1080, 2048 x 858 and other image sizes are acceptable provided final master file is mounted in the required container size) with video frame rate of 23.98 (technically 23.976);
** Audio Format : Audio can be part of the QuickTime file, or provided as separate uncompressed 2/3/5.1 channels 16 or 24 bit/48khz WAV or AIFF files;
** Preview Copy: 1080p in Mp4 format for pre screening/judging.
b. DVD data disc containing all the items in the flash drive.
8. All entries shall be original creations.
9. A participant may submit a maximum of two (2) entries only.
10. Only one (1) winner shall be declared. It is understood that after the declaration and awarding of the winning work, it may still be modified before it is finally used in all Cinemalaya films based on artistic and technical requirements of the CFI and CCP.
11. Since the winning work is particular to the Cinemalaya Festival and shall be declared the official Cinemalaya OBB, its copyright shall thereafter belong to the CFI and CCP.

C. REGISTRATION / APPLICATION :
1. No registration or application fee is required.
2. The entry form and Authorization/Agreement/Waiver form, which may be downloaded from the CFI, CCP and ACPI websites, may be photocopied and reproduced.
3. One entry form is required for each work submitted. The entry form must be filled out completely and accurately. CFI and CCP shall not be liable for the mistakes or misrepresentations indicated by the entrant.
4. No entry form will be accepted if the required information and materials are not included and/or not complete.
5. Application period is from May 2 to June 13, 2014.

D. PROCESS OF SELECTION :
1. A pre-selection committee shall be constituted by the CFI and CCP. The committee shall be composed of CFI and CCP officers who are knowledgeable in film, animation and the Cinemalaya Festival. Their task is to select the top 20 entries as finalists for the competition.
2. The pre-selection will be scheduled on June 25, 2014.
3. The CFI and CCP shall constitute a Selection Committee composed of the CFI chairman, president, festival director, competition director, monitoring head, deputy festival director together with the CCP chairperson, CCP president and Animation Council of the Philippines president. They will make the final choice on the new Cinemalaya OBB logo animation.
4. All entries shall be judged based on the following criteria;
a. ARTISTIC CONCEPT (30%) – originality of concept and creativity of direction;
b. TECHNICAL QUALITY (30%) – quality of technical aspects including editing, sound, animation techniques; innovative use of visuals;
c. OVERALL IMPACT (40%) – adherence to the vision and nature of Cinemalaya; overall congruence of the artistic and technical aspects of the work.
5. The decision of the Selection Committee shall be final.

E. AWARD AND PRIZE :
1. The Selection Committee shall choose the winner from among the 20 finalists based on the highest score.
2. The winning entry shall receive a cash award of P50,000 net of taxes plus a certificate of recognition from the CFI and CCP.
3. The awarding shall take place during the Cinemalaya press conference on July 9, 2014 at the CCP Main Lobby during which the new OBB will be launched.

F. SUBMISSION PROCESS AND REQUIREMENTS :
1. All entries/submissions shall have a fully accomplished entry form.
2. The entry form must be sent together with the following materials:
a. Three (3) photos/screenshots from the animated work submitted (5”x7”)
b. One (1) photo of animation director (2”x2”)
c. Hard copy of the animation director’s resume or CV, AND brief biography/profile (one paragraph)
d. One flash drive properly labelled with director’s name containing the entry/animation work (see section B.6.a)
e. One DVD data disc properly labelled with director’s name containing all the items in the flash drive.
f. Duly signed Authorization/Agreement /Waiver Form.
3. Entry forms and other entry requirements/materials must be placed inside a 9” x 12” document envelope. The envelope must be properly labelled as and addressed to;

4. The deadline for submission of entries is on June 13, 2014, Friday at 5:00 pm. Entries submitted after the deadline shall not be received.
5. Entries may be delivered personally to the CCP Media Arts Division or sent in by mail or courier but must be received on or before the deadline. Entrants shall shoulder the shipping or air courier costs of entries and materials.

G. FINAL ARRANGEMENTS :
1. The submission of an entry implies acceptance of the competition guidelines and rules.
2. All submitted entries and materials required by this competition shall remain with the CFI/CCP archives. Except for the winning entry, the copyright of the submitted work shall remain with the director/producer.
3. The competition organizers will decide on matters not expressly provided for in these competition guidelines and rules and their decision shall be final.
