Recognition of Diplomas & Certificates

Recognition of Diplomas & Certificates Issued by Foreign Institutions of Higher Education:
Recognition of diplomas and certificates issued by foreign institutions of higher education for all Albanian citizens or foreigners who intend work or study in the Republic of Albania.

Required Accompanying Documents:
The application file must contain the following documents:
** completed application form;
** diploma or certificate / certification of graduation;
** transcript or diploma supplement;
** official ID: photocopy of passport or identity card for Albanian and foreign citizens;
** money order.

Are accepted original documents or notarized copies. Documents referred to in paragraph 1, letter “b”, “c” and “d” for foreigners, must bear certified translation.

At least one of the basic documents confirming graduation or successful completion of the course of study to be recognized, must be legalized with apostille stamp or by Albanian embassy or the Ministry of Foreign Affairs of Albania. In the event of inability to obtain legalization, the application will be accepted without a legalized document and will be proceeded according to the provisions of Instruction no. 41, dated 8.12.2009 “diploma recognition procedures VE and certificates obtained in foreign high” as amended.

The application should be posted to the office of public relations, MoES.

The application is not considered complete if is missing one of the documents referred to in paragraph 1. The applicants will be informed by e-mail or regular mail.

Application for recognition of the various degrees of the same individual, issued by the same institution, is considered as one and paid only one fee.

Procedure Steps:
** Applicant’s file is submitted to the recognition committee no later than 35 (thirty five) days from its arrival in MoES. When it is complete, within 1 (one) week from receipt of the file, the Commission may take a decision as defined in the guidance, or may decide to return it to the directory if needed supplementary documentation.
** The applicant will be issued a certificate of recognition, no later than one week from the end of the procedure. The certificate is signed by the Chairman of the recognition and includes length of study, graduate profile. along with secondary directions, which means a program of study, when not included or is not similar to the names of profiles and study in Albania.
** Basis for the evaluation of the program and courses subjects / modules of the program consist on the total number of credits earned, years of study, the qualifications established by the legislation of the country of origin, compared with the national regulatory framework.
** In case of applications not being recognized, within 5 (five) days of the completion of the procedure for recognition, the chairman of the commission shall notify the applicant in writing, explaining the reasons of such decision.
** When available official information proves the falsehood of previous information, the committee reviews the recognition decision.

Deadline for Making the Decision:
The procedure of diploma recognition and certificates in completed within 45 (forty five) days from the date when the application file is complete with the required documentation
