AAC Certification of Aerodromes

Based on law no. 10 040, dated 22.12.2008 “Air Code of Republic of Albania”, which imposes the CAA with legal responsibilities for certifying the subjects which operate in the field of civil aviation, in accordance with “Guidance” No 3207 dated 01/07/2005

“For licensing of State and Private subjects which conduct the activity of services in the field of civil aviation”, and “DCM” No492, dated 30/06/2005 “For determining the fees of services and the means of sharing the income which is accomplished in Civil Aviation”.

Civil Aviation Authority is a public entity with self-financing and depended by the Minister. CAA functions as national authority in accordance with international obligations.

This license will be given for the Certification of Aerodromes.

The Certificate for Operation Validity of an airport is a document which demonstrates that the airport fulfills the required standards and technical conditions for conducting safe flights.

Required Accompanying Documents:
For the issuance of the Certificate, the interested Aerodrome should send the following documents to CAA:
** Formal request by interested subject associated with the relevant documentation
** Management and Operation Manual of the Aerodrome
** Act of Technical Characteristics and Basic Conditions of the airport
** List of the assigned personnel for conducting the activities under Clause (4), paragraph 1-7.

A document which demonstrates that the fees for the Certification of the Aerodromes have been paid according to DCM no.492, dated 30/06/2005.

Airport Master Plan:
Airport Operation Manual should be developed in details, including operational and technological procedures of operation in airport, description of tools and equipment aids, responsible trolleys and the necessary information about the personnel who would be activated in conducting the airport services. Scope, content and conditions for the creation and the maintenance of the documentation.

Act of Technical Characteristics and Basic Conditions of the airport should be prepared by the airport operator or by the owner of the airport

The airport in regard to flight services and technologies of the airport, is obliged to keep the categories and the required standards in accordance with the issued License for the Operation Validity as follows:
** To maintain the validity of the operations in regard to flight process conduction
** To limit and get rid off all natural and artificial obstacles nearby the airport
** To maintain the auxiliary tools of visual marking
** To maintain the emergency and search and rescue procedures, also the firefighters in relation to the flight within the territory of the airport and nearby it
** To insure preservation of the airport and the safety of flights in accordance with approved standards
** To maintain the movement of the aircraft in airport territory
** To maintain the equipment and installations for electrical supplies
** To allow and help for free access of CAA inspectors for conducting inspection
** To inform CAA within 15 days over the changes or detours from technical requests and standards for security
** To hand over to CAA records about the airport required in accordance with this Regulation.

Procedure Steps:
CAA inspects the airport 15 days after the application date

The certification of an airport for public use should be issued when:
** Fulfills the standards and recommendations of International and National Regulations and the Annexes of the International Convention of Civil Aviation in relation to technical characteristics, allowed limitations of obstacles, equipment, service tools, visual navigation aids, emergency and rescue, prevention from fire and other services, equipment and installations;
** Fulfill relevant standards and the requirements of the Annex of Meteorological Forecast for International Civil Aviation;
** Fulfills the relevant standards of Services of Aeronautical Information of Annex no.15 of ICAO;
** Fulfills constructional conditions of prevention from fire and technical norms;
** Fulfills the standards in accordance with Annex 17 of ICAO and doc. 30 of ECAC.

Deadline for Making the Decision:
** Aerodrome Certification should be issued after 15 days upon the completion of inspection from CAA;
** When requirements are fulfilled under section “Procedure Steps”

Validity Period:
5 years

Tariffs and Taxes:
50.000 euros per year

Fee for the approval of Airport Operation Manual is 1.000.000 Leke, and for every amendment 10% of the approval fee
