Financial Support For New Scientists & Excellent Students :

New excellent students and scientists, may be eligible for financial support from the Excellency Fund allocated by the Ministry of Education and Science, fully, partially or in the form of collaboration between MoES and other domestic or foreign organizations, institutions

** special scholarships for students who follow doctoral studies abroad;
** special scholarships for new scientists, post doctoral studies, abroad;
** prizes/rewards for winning students participating in international competitions and olympiads;
** prizes/rewards and financial support for high level scientific publications also recognized abroad;

** special scholarships for undergraduate (Bachelor) and postgraduate (Master) students who study in one of the 15 best universities in the world as well as those who have been admitted and have got partial scholarships in the engineering sciences, IT, mathematics, physics and biotechnology as well as in the field of beautiful arts and national security, in the well known western universities.

Required Accompanying Documents:
Special scholarships for students who follow doctoral studies abroad:
** Formal request;
** Birth certificate and family certificate;
** Photocopy of passport;
** Proof of residence-certificate from municipal unit;
** Proof of employment, when applicable;
** A detailed CV accompanied by the necessary documents which prove the professional career stated on the CV;
** Personal and family income declaration accompanied by the respective document issued by the employer and any other official documents;

** Notarized undergraduate and postgraduate degrees along with the transcripts;
** Confirmation letter from the relevant department which states the supervisor/s of the receiving Higher Education Institution, if the registration process is done after a certain period of time, as well as in the cases of complete studies;

** Declaration of the supervisor or scientific co-supervisor of the foreign higher education institution which confirms admission of the candidate as well as the amount of the expenses the partner university covers. Declaration of the cosupervisor of a domestic HEI which confirms the right to follow doctoral studies , has agreed to cosupervise the candidate;

** A CV and a list of publications of the supervisor or co-supervisor of the foreign HEI;
** An estimate of the cost of studies, preparation of a comprehensive budget broken down by main items (such as living expenses, travel, school fees, etc;
** Personal statement that is not receiving any scholarship or any other form of financing by the Albanian government;

** In case of co-financing between the MoES and organizations, foundations and domestic or foreign institutions it is necessary to present certified copies of the documents proving the candidate is receiving scholarship from organizations, foundations, and domestic or foreign institutions (excluding the state ones);

** Draft PhD topic idea, which clearly states the main object of the study, the methodology (depending on the type of discipline), the main literature that is used or to be used;
** A notary statement whereby the applicant agrees to work for at least 3 years in Albania, after completing his doctoral studies;
** Three recommendation letters for the candidate’s quality (clerks must be persons who are well acquainted with the candidate and hold at least the title “Doctor” or are well known figures in the fields of science, culture, economics, politics, etc.)

Special scholarships for new scientists, post-doctoral studies, abroad:
** Formal request;
** Birth certificate and family certificate;
** Photocopy of passport;
** Proof of residence-certificate from municipal unit;
** Proof of employment, when applicable;

** A detailed CV accompanied by the necessary documents which prove the professional career stated on the CV;
** The list of publications accompanied by photocopies of original scientific papers published;
** Personal and family income declaration accompanied by the respective document issued by the employer and any other official documents;

** Notarized undergraduate and postgraduate degrees along with the transcripts;
** Declaration of the supervisor or scientific co-supervisor of the foreign higher education institution which confirms admission of the candidate as well as the amount of the expenses the partner university covers;

** A CV and a list of publications of the supervisor or co-supervisor of the foreign HEI;
** An estimate of the cost of post-doctoral studies;
** Personal statement that is not receiving any scholarship or any other form of financing by the Albanian government;

** In case of co-financing between the MoES and organizations, foundations and domestic or foreign institutions it is necessary to present certified copies of the documents proving the candidate is receiving scholarship from organizations, foundations, and domestic or foreign institutions (excluding the state ones);

** The research project for post-doctoral studies;
** A notary statement whereby the applicant agrees to work for at least 3 years in Albania, after completing his doctoral studies;
** Three recommendation letters for the candidate’s quality (clerks must be persons who are well acquainted with the candidate and hold at least the title “Doctor”; where two of them must be foreigners).

Prizes/ rewards for winning students participating in international competitions and olympiads:
** Birth certificate;
** A detailed CV ;
** Notarized degrees.

Prizes/ rewards and financial support for high level scientific publications also recognized abroad:
** A detailed CV accompanied by the publications’ list;
** Notification coming from the editorial board of the journal for the acceptance of the article for publication and the necessary cost involved;

** Requests received from foreign institutions for the monograph, in the case where support is required for the translation and publication of the monograph in a foreign language associated with written evaluations , by three Albanian or foreign scientists in the field in question;
** Estimated fundamental works of particular importance for science and culture circles, together with assessments made by three Albanian or foreign scientists in the field in question.

Special scholarships for undergraduate (bachelor) and postgraduate (master) students who study in one of the 15 best universities in the world as well as those who have been admitted and have got partial scholarships in the engineering sciences, it, mathematics, physics and biotechnology as well as in the field of beautiful arts and national security, in the well known western universities:
** Formal request;
** Birth certificate and family certificate;
** Photocopy of passport;
** Proof of residence-certificate from municipal unit;
** A detailed CV accompanied by the necessary documents which prove the data stated on the CV;
** Personal and family income declaration accompanied by the respective document issued by the employer;
** Notarized secondary school diploma / university degree;
** Confirmation for the candidates acceptance from the university / foreign institution that is listed in the 15 best universities in the world;
** A detailed estimation of the cost of studies;
** Personal statement that is not receiving any scholarship or any other form of financing by the Albanian government;
** In case of co-financing between the MoES and other organizations, foundations and domestic or foreign institutions it is necessary to present certified copies of the documents proving the candidate is receiving scholarship from organizations, foundations, and domestic or foreign institutions (excluding the state ones);
** A notary statement whereby the applicant agrees to work for at least 3 years in Albania, after completing his studies;
** Three recommendation letters for the candidate’s quality.

Procedure Steps:
The procedure for the selection of candidates is made by the Ministry of Education and Science with the following steps:
** The Council of Higher Education and Science recommends priority areas of science to support students / scientists from the Excellence Fund.
** Ministry of Education and Science announces the program according to fields and time for submission of documents, as well as the general criteria for the selection of candidates.
** Technical Secretariat of the Programme (TSP) after the documentation check, provides information to the Minister on the number of applicants and the areas where they have applied. d. TSP notifies the candidates by e-mail for the receipt of the documents and notifies about any additional documents needed.

Formal selection stage:
** TSP checks the file includes the required documents (Appendix No. 1 Instruction no. 24, dated 30.07.2010). Candidates with missing documentation are excluded from selection in subsequent stages.
** TSP notifies the candidates by e-mail for failing to meet the criteria.

First selection stage:
** The selection committees (SC) carry out an assessment for the fulfillment of the criteria and classifies the candidates through a scoring system, for the interview stage.
** TSP informs via e-mail candidates selected to be interviewed, as well as the dates and venue of the interviews.

Interview stage:
** SC develops an interviewing platform and recording the results of the interview.
** SC conduct the interviews within 2 months from the closing date of application .

Final selection stage:
** SCs in conjunction with STP and based on the results of the first selection and interview , make the final classification of candidates, signed by the members of the SC.
** This list is sent to the Minister of Education and Science for approval of the winning candidates.

Announcement of the winning candidates:
** Based on the number of scholarships available and the final selection list, compiled by SC, the Minister of Education and Science approves within 5 days after the interview, the list of the winning candidates. This list is made public.
** Candidates are notified immediately, via e-mail, whether they won or not.
** TSP notifies the host institution and scientific leader for the winning candidates.

Validity Period:
One academic year with the right of contract renovation for intermediate beneficiaries who meet the criteria.
