Online Vehicle Licence Renewal
How to Register for ‘Vehicle Licences on-line’:
Registration for usage of Vehicle Licences On-line is only applicable to Insurance Agencies licensed with the Malta Financial Services Authority (MFSA) and VRT Stations licensed to carry out Vehicle Roadworthiness Tests by the Driver and Vehicle Licensing Unit (DVLU) within the Malta Transport Authority.

The Driver and Vehicle Licensing Unit (DVLU) within the Malta Transport Authority is accepting applications for Registration to use the Vehicle Licences On-Line. This page provides the necessary information for the registration and a Step by Step Guide to the Registration Process. All application forms may be downloaded from this page and used for the registration process.
The Driver and Vehicle Licensing Unit (DVLU) is launching the services gradually and during this first phase Vehicle Licences On-Line is available to:
1. Insurance Agencies, which are licensed under the MFSA to conduct services, related to vehicles insurance in Malta and Gozo.
2. Vehicle Roadworthiness Test stations which are licensed by the DVLU to conduct VRT tests on behalf of the DVLU.
VRT Stations:
Licensed VRT Stations that are registered, as Vehicle Licences on-line users would be able to enter the VRT results on a periodical basis.
Insurance Agencies:
** Licensed Insurance agencies that are registered, as Vehicle Licences on-line users would be able to enter the renewed insurance policy details on an individual basis.
** The Insurance companies may then continue with the Road Licence renewal for their clients.
** VRT Stations / Insurance Agencies have to be registered to be able to access Vehicle Licences On-line. The registration form LTDWEB01 has to be completed, signed by the company representatives and the applicant and delivered to the Driver and Vehicle Licensing Unit (DVLU). Companies are to indicate a person they wish to appoint to manage within the company the access to the electronic services by the other company users.
** When a VRT Station/Insurance Agency applicant is authorised to access the Vehicle Licences On-Line, the Driver and Vehicle Licensing Unit (DVLU) will inform him/her with a Unique Reference Number, a User ID and Password.
** The VRT Station /Insurance Agency applicant will use the Unique Reference Number to apply for a Digital Certificate such that logging on to Vehicle Licences On-Line maybe effected. The application for a digital certificate will be carried out on-line from the Apply for Digital Certificate link.
** The Registration for Vehicle Licences On-Line involves an authentication process that the Driver and Vehicle Licensing Unit (DVLU) has to do to safeguard the VRT Station /Insurance Agency and their clients.
All the information submitted on the registration forms must be correct and the Driver and Vehicle Licensing Unit (DVLU) will verify this information. During this verification process the Driver and Vehicle Licensing Unit (DVLU) may contact the individuals whose details appear on these forms.
** By using Vehicle Licences On-Line you are accepting the Terms and Conditions set out by the DVLU.
Procedure to apply for registration from a VRT Station/ Insurance Agency employee to use the Online Vehicle Licence Renewal:
** Employee downloads form from vetturi-licenzji.gov.mt
** Employee applies for the use of the service on the application form ltdweb01 (PDF). This application form has to be countersigned by the Vrt / insurance Company nominated representative.
** DVLU vets application form details and confirms eligibility.
** DVLU sends unique token to applicant (the employee) via a secure mail envelope.
** Employee uses token (unique number) to apply on the Internet for a digital certificate (from BT Ignite).
** DVLU accesses the BT site, set up for the DVLU applications and approves the outstanding new applications.
** BT issues e-mail to applicant informing him to proceed with the download of the digital certificate.
** Applicant accesses the BT Web Site (Ins. & VRT Only) specified and downloads the digital certificate
