Online Filing Services :
The ROC Online System provides functionality which allows electronic forms to be filed and signed electronically using a personal digital certificate.

These online filing services use the Secure Socket Layer protocol which is the standard mechanism used by web browsers to encrypt information. When any of these services is invoked, SSL encrypts all the information inserted by the user before sending it to the Registry of Companies. This ensures that no-one can intercept and read such details.
Currently the documents available for electronic filing are:
** Annual Returns
** Memorandum and Articles of Association
** Form T
** Form K
** Form Q
** Form U & U1
** Form F, F1 & F2
** Form I, I1
** Form B1, B2
** Form l, L3
** Form H
** Report in terms of Sec. 73(6) – Non-Cash Consideration
** Increase in Issued Share Capital
This functionality is open to any individual who is:
** Currrently a Normal User of the ROC Online System and requests to be upgraded to an Authorised User.
** A new user registering as an Authorised User.
** A new user registering as a Signatory Only User.
Authorised User:
The Authorised User role is available to those wishing to create and submit any of the available online forms or to create, submit and sign electronically a Memorandum and Articles of Association document on behalf of clients.
Signatory Only User:
The Signatory Only User role is available to company directors and/or secretaries wishing to sign electronically documents related to their company/ies.
What is required to use this service?:
In order to avail any of these online filing services, the following is required:
From the myGov.mt web portal:
To obtain a personal Digital Certificate one should register for an e-ID issued by the Government of Malta Certification Authority by following the procedures as established on the myGov.mt web portal. More information is available from https://www.servizz.gov.mt/mt/Pages/default.aspx
For the Registry of Companies Online System:
** Having installed his/her personal Digital Certificate on his/her personal computer, then one can follow the New User Registration process available from the ROC Online System. It is of utmost importance to provide a valid email address (not hotmail) since every communication between the ROC Online System and the user is done via email.
** Users should have a recent version of Internet Explorer 32-bit (x86) and the latest Java Runtime Environment (JRE) 32-bit (x86) installed on their PC. This is required because it allows end-users to run Java-based Applications like the ROC Online System. The Java Runtime Environment (JRE) 32-bit (x86) can be downloaded for free from the Oracle Java SE Downloads Section. Users are also kindly requested to download and install the E-Lock Client Signing Component that is provided for free from here. Please make sure to have administrative rights on your computer before proceeding with this installation. The internet browser currently supported by the ROC Online System for online filing is the Microsoft Internet Explorer while for normal usage any browser is supported.
** Once approved by the ROC as a system user, one should then register his/her Digital Certificate with the ROC Online System by selecting the option Register Certificate available in the system menu.
** When the ROC approves the user’s certificate application, then the user can start creating and submitting electronic forms online for the companies he/she is authorised to do so. Note that authorisation to be able to create and submit online forms on behalf of a company is also obtained on request through the ROC Online System by selecting the option Add Link to Company from the system menu. This should be accompanied with a written consent from the company authorising the user to file online documents on its behalf.
** Internet browser popups should also be enabled to affect credit card payments using our third-party payment gateway solution.
How long does the process for the Online Filing of documents take to complete online?:
The time taken to complete the electronic process and Online Filing varies depending on the type of document being filed, and may take between 3 to 15 minutes. The end-user has the option to save his/her current state at any time before submission.
How long does it take for the MFSA to complete your Online Filing submission?:
The process of vetting and processing of the submission usually takes up to 5 working days to complete.
How are the MFSA services monitored, assessed and improved?:
All Government services are subject to monitoring and assessment by the Better Regulation Unit and Commissioner for Simplification and Reduction of Bureaucracy within OPM, to ensure the implementation of Better Regulation principles and procedures within the Public Sector.
