Get an Electricity Connection :
This procedure applies only for Domestic purpose and Religious purpose with electricity supply demand less than 42kVA.

If your demand is more than 42kVA (60A, 415V, 3-phase), please contact the Commercial Engineer at the respective Provincial Deputy General Manager’s Office.
Pre-requisites:
** If the service lines are to be laid over a third party land, written permission of that land owner should be obtained. A form is issued alone with this application for this purpose. If there is more than one such land, separate forms from each third party land owners should be provide.
Extra forms for this purpose is to be copied by the applicant. Each duly filled form for granting permission for laid over the service line should be signed in front of the GS of the division and it should be certified by the Divisional Secretariat.
The applicant should bear the responsibility of laying service wires over a third party land. Producing illicit documents and/orincorrect information will cause to disconnection of the service and CEB will not responsible for any lossoccurs in such cases. Chargers for any deviation of service line laying route should be borne by the applicant.
** You (Applicant) have to clear the way leaves along the route where the service line has be drawn. The cost for way leave clearing is not including in the estimate. The applicant should finish the way leave clearing before the CEB staff arrive to give the service connection.
** Construction of building should have been completed and the internal wiring/electrical installation should have been completed according to the wiring regulations (IEE 16). All the plug points should connect to the earth properly through an earth pipe. The diameter and the length of the earth pipe should be at least 2 inch and 6 feet respectively.
** If wiring for plug points exists, a trip switch should be installed properly.
** Special attention should be drawn for the place of installing the electricity meter. This should be a place outside the building where the meter reader can access easily. The meter should be installed so that it is protected from direct sunlight and the rain for its durability.
** It is required to attach four pieces of wood, to the wall where the meter is to installed, as shown in the figure 1, 5ft and 6 inches above the ground level for installation of the electricity meter.
** An L-iron should be installed directly above to the place of meter. The height from ground level to the top of the L-iron should be at least 2.8m. It should be 3.7m for a main road. Refer figure 2 for details of installation of L-iron
** The load wire should have an excess length of 1.5 feet at the place of the meter.
Required Documents (Certificates / letters):
** The owner or the resident of the building should submit at least one of the following documents when applying for a new service connection.
** A letter from GS of the division confirming the ownership/residence of the building and certified by the Divisional Secretary. Required form is issue by the CEB.
** Title deed or the Lease agreement.
** Any document related to prove the residence if a crown grant land/home.
** A clear sketch of the road map to the place where the electricity supply connection is applied for, indicating any identified land marks should be provided.
** Certificate of Conformity (CoC) issued from Local Govt institute
** A Photocopy of the National Identity Card.
** A copy of an electricity bill of a neighboring place to the building for which electricity is supply applied for should be attach to the application in order to avoid unnecessary delays in issuing your electricity bill
How to Make an Application:
** Hand over the duly filled application form along with the supportive documents to the closest Consumer Service Centre (CSC) or Submit the Application Online. A voucher is issued by the CSC for this purpose. Payments can be made at the Peoples Bank or POS counters at the CEB.
** This application form issued by the CEB should be filled and signed by the applicant himself/herself.
Application Fee:
An application fee of Rs. 250.00 is to be paid when the Application is filled and submitted to the CSC. Payments can be made at the branches of the Peoples Bank or POS counters at the CEB. A copy of the paid voucher should be attached to the application.
Application Submission Time:
Week days 09.00 – 15.00 hrs.
Cost for Obtaining Service:
Once the relevant application is filled and submitted, an estimate will be given. After preparation of the estimate and approved the CSC will issue a voucher for payments. Payments can be made at the Peoples Bank or POS counters at the CEB. Any payments including Bill payments can be made easily at the counters opened at the respective Area Engineer’s Office.
You are required to sign an Agreement with CEB.
Time to Provide Service:
Around two weeks.
Other Things to Note:
** The Electrical Superintendent of CEB will carry out necessary tests and the service connection is provided only after the approval granted for the electrical installation. If the electrical installation is not done according to the required manner the CEB staff or the contractor may not provide the service connection. In such case, you should inform the CEB again after proper completion of the installation.
** If the electrical installation is to be re-tested due to not satisfactory installation or due to above reasons, an amount of Rs. 1,000/= for single phase connection and an amount of Rs. 1,500/= for three phase connection should be paid as re-testing fee.
** If there is any risk identified, the approval for service connection is not granted. Service connection is not provided if the building has been constructed using any inflammable material. Therefore, the service connection is not provided if the roof of the building is finished with coconut leaves or similar material.
** Please inform any problem related to providing the electricity service connection by CEB staff or the contractor to the Electrical Superintendent or to the Area Engineer as soon as possible. You can meet the Electrical Superintendent or the Area Engineer on Monday mornings and Wednesday mornings for any inquiry.
** If you don’t receive the electricity bill within three months after obtaining the service connection, please inform to the Area Office in writing or be present with documents provided by CEB when providing the service connection.a
** If you apply for a three phase supply for an industry, the possibility of providing service connection is examined. You should purchase any equipment only after informing the possibility of providing the service connection.
