Personal Certificate/ EID Card:

A personal certificate or electronic identity card (eID) is a personal identification document that verifies the holder’s identity and legal status.

Each person registered in the Population Register can obtain the personal certificate, according to his or her legal status. An identity card can be issued to children under the age of 15 upon an application of parents or the legal guardian.

A person can simultaneously have only one identity card and only one passport (except for diplomatic and service passports).

For how long are the personal certificates issued?:
Age-The personal certificate is issued for
Children under the age of 5- 2 years or for the period of duration of a trip
Persons from the age of 5- 5 years

Where can a personal certificate be obtained?:
Documents to apply for a personal certificate are submitted, and the personal certificate is obtained at any territorial division of the Office of Citizenship and Migration Affairs, irrespectively of the declared place of residing.

A person who lives or resides for a long period of time in a foreign country, can apply for a personal certificate at the consular or diplomatic service of the Republic of Latvia.

Functions of a personal certificate:
1.With a personal certificate, you can verify your identity in presence by presenting the document to a person who must confirm your identity, legal status, age, etc. In Latvia, a personal certificate can fully replace a passport, except regarding the use of voting rights until the implementation of an electronic voter registration system.
2.A personal certificate of a citizen of Latvia can be used as a travel document within the European Union, countries of the European Economic Area and the Swiss Confederation. Read more
3.With a personal certificate, in which an authentication certificate is included and activated, you can verify your identity from distance – in the electronic environment. It is possible if the service provider ensures a chance to authenticate with an eID. Read more
4.With a personal certificate, in which a valid certificate of an electronic signature is included and activated, you can attach your electronic signature to electronic documents having the same force as physically signed documents. Read more

A person who wants to activate the certificates included in the personal certificate is obliged to get acquainted with the certification service rendering system, description of equipment and security procedures, a reliable certification service provider’s provisions of certification service rendering included in the register, as well as other security measures in order to eliminate illegal use of a verified certificate, together with the provisions and limitations included in the verified certificate. NB! :
A no-contact microchip is installed in the personal certificate, therefore if you are using an e-talon in order to pay for going by a public transport, do not hold the e-talon together with the personal certificate when electronically registering the e-talon in the public transport! Otherwise, the e-talon might not function and your run would not be paid for.

The Office of Citizenship and Migration Affairs informs that personal certificates issued from April 1, 2012, to June 5, 2012, are detected to have a configuration of a no-contact microchip software inadequate to the technical requirements. The inadequate configuration may cause blocking the access to data registered on the no-contact microchip at certain conditions, however, it does not influence the validity of the personal certificate; the document still provides all the functions envisaged by the legislation.

Following the provision of the personal certificate warranty, the customers whose date of issuing the personal certificate is from April 1, 2012 to June 5, 2012, are entitled to turn to any territorial division of the Office of Citizenship and Migration Affairs to form an application for obtaining a new personal certificate for free.

Documents To Be Submitted In Order To Obtain A Personal Certificate:
In order to obtain a passport or personal certificate, the following documents must be submitted:
** a previous passport or personal certificate, if there was such;
** a birth certificate, if a personal identification document will be obtained for the first time;

(a personal identification document issued abroad, if the person has such)

If the person does not have a valid passport or personal certificate, the documents must be submitted within 30 days after reaching the age of 15.

If a citizen or alien of the Republic of Latvia who has reached the age of 15 obtains a personal identification document for the first time, his identity must be confirmed by his legal guardian or any of his adult relatives, submitting documents to obtain a personal identification document.

In order to obtain a passport or a personal certificate due to the fact that the previous personal identification document is no longer valid or the person wants to change the old passport for a new one, the following documents must be submitted:
** the replaceable passport or personal certificate;
** a document that confirms the changes registered in the personal identification document, if there are such.

The documents must be submitted within 30 days following the fact.

In order to obtain a passport or personal certificate due to the fact of loss, stealth or elimination, the following documents must be submitted:
** an explanation on the conditions of a loss, stealth or elimination of the document;
** a response from the police regarding the person’s submitted report if the personal identification document has been stolen.

The documents must be submitted within 30 days after determining the fact:
If obtaining of a passport of personal certificate is related to a person’s name change or changes in the records of the previous document, the documents specified in the regulatory enactments must be additionally presented confirming the mentioned changes. If inconsistency regarding the information about the person registered in the Population Register is determined, the person must present the documents provided by the regulatory enactments that confirm the information.

When filling the application for obtaining a new personal identification document, the previous personal identification document must be presented or submitted. If the document is no longer valid (due to expiration of validity, a name or surname changed, etc.), the document must be submitted at the division.

When receiving a new personal identification document, the previous document of the same type must be submitted whether it is valid or not, or a previous document of other type, if it has become invalid.

Photographs of both children and adults are taken at the divisions on the spot without additional fee. If a passport is processed for a child, the parents must evaluate whether their child will be able to sit on his own or agree to be photographed at the particular moment. Otherwise, special photo cards must be submitted for a passport.

If you do not wish to be photographed at the division on the spot, you can submit a photograph from a photo-salon, when applying for a new personal identification document. Only photographs made at professional photo-salons can be used for passports, which are confirmed by the photo-salon’s stamp and date on the other side of the photograph. The photograph cannot be older than 3 months, and it must meet other requirements specified in the regulations “On the Personal Identification Documents”. Photographs made at snapshot cabins are invalid!
