Residence Permit for Foreign Nationals
Aliens who wish to stay in the Republic of Slovenia for longer than the period that is possible on the basis of a visa, or who wish to enter and stay in the Republic of Slovenia for reasons other than those possible on the basis of a visa, must have a residence permit.

A residence permit is, as such, the entry as well as the residential address, which means that aliens with a residence permit may enter the country and stay in it.
Specific conditions applying to the citizens of the EU Member States:
In accordance with the legislation and practice of the European Union, the first three months following their entry into the Republic of Slovenia the citizens of the EU Member States are not required to hold a residence permit, however they are obliged thereafter to submit an application for a residence permit to the competent administrative unit (they can, however, apply for a residence permit immediately following their entry into the Republic of Slovenia). Prior to the acquisition of a residence permit, the aliens are obliged to file a police registration defined in Article 10 of the Residence Registration Act.
Should aliens not accommodate in tourist, catering or accommodation facilities, they are obliged to register themselves to the competent police authority within 3 days following their crossing of the national border and accommodation change, respectively. Should aliens accommodate in tourist or catering facilities, the landlords of such facilities are obliged to submit the registration of aliens to the competent police authority within 12 hours following their reception;
should the aliens accommodate in accommodation facilities, the landlords of such facilities are obliged to submit the registration of aliens to the competent police authority within 3 days following their reception.

I intend to visit Slovenia for some months and I would like to know more about the validity of residence permits:
Permits for first residence may be issued only as permits for temporary residence. Their validity may not exceed one year, with the exception of instances where permits are issued to immediate family members of a Slovenian citizen, to whom permits are issued with a validity of up to three years, and to children born in Slovenia, whose permits for first residence have the same period of validity at those of their parents or guardian.
The validity of a residence permit is determined on the basis of the period required for the fulfilment of the purpose of residence in the country and the validity of the alien’s travel document. Aliens to whom a permit for first residence has been issued and who intend to stay in Slovenia after its expiry must, prior to the expiry of the first residence permit, file an application with the competent administrative unit (in whose territory he registered his residence) for an extension or for the issuing of a further permit. Until the application is decided upon, aliens are permitted temporary residence on the basis of a voucher certifying that the application has been filed; these are issued by administrative bodies upon application. The same also applies to alien applicants for further permits.
Where can I apply for a residence permit for the Republic of Slovenia?:
Aliens must obtain permits for first residence prior to their entry into the country. Applications for permits are filed with a competent Slovenian diplomatic/consular representative office (hereinafter DCR) abroad.
This means that despite the validity of their documents, aliens entering the country with an entry visa, or a passport or other document required for entry into the country, may not apply for a permit for first residence at a competent administration body in Slovenia. A list of DCRs authorised to receive applications, and of countries with Slovenian DCRs, may be obtained from the Ministry of Foreign Affairs .
Aliens file their applications with the DCR, where they also pay a fee. They must enclose a valid travel document and any other documents that form the basis for the issuing of the permit.
The application is sent to the competent administrative unit in Slovenia (in whose territory the alien’s intended place of residence is located), which then decides on the matter. Aliens are handed their permits at the DCR where the application was filed.
Taking account of European criteria and standards, exemptions from this regulation are possible only for aliens who are immediate family members of a Slovenian citizen or aliens enforcing the right to reunite a family. These categories of aliens may file their applications for first residence permits both with the DCR and with the administrative unit located in the area of intended residence of their family members.
I will stay in Slovenia in a hotel. Am I due to register my staying in Slovenia?:
Individual persons who take accommodation or are temporarily residing in a tourist, guesthouse or accommodation facility must be registered or deregistered by the accommodation provider irrespective of the duration of accommodation.
My friend from abroad is coming to Slovenia and he will stay by me. What is the procedure of registration of his residence?:
Aliens who take accommodation in an accommodation facility and are not in possession of a permit for residence in the Republic of Slovenia must be registered and deregistered by accommodation providers with the competent police station within three days of their reception or departure.
Aliens who are not in possession of a permit for residence in the Republic of Slovenia and do not take accommodation in the facilities or with the accommodation providers referred to in the first paragraph of the preceding Article must register with the competent police station within three days of their crossing the national border or change of address of accommodation, and deregister their accommodation with the competent police station prior to departure.
