When are you entitled to unemployment benefits in Slovenia?:
You may exercise your right to unemployment benefits if you were insured against unemployment for at least 9 months in the last 24 months before unemployment occurred and if your employment was not terminated with your consent or culpability.

You retain the right to unemployment benefits if you are actively seeking employment and fulfil certain other obligations you have as an unemployed person.
In order to exercise the right to financial benefit you must register as an unemployed person with the Employment Service of Slovenia and submit an application to exercise the right to monetary compensation due to unemployment within 30 days from the termination of unemployment insurance (end of employment).
You should enclose with the application your last employment contract and a Certificate of income level. The Certificate of income level should be filled out by your employer. You should also enclose with your application a proof on the reason for end of employment (regular or extraordinary termination of employment by the employer, your resignation, termination of employment contract by agreement or mutual consent, etc.).
The basis for assessing unemployment benefits is the average gross monthly pay which you received in the last 8 months prior to unemployment. Unemployment benefits amount to 80% of this basis in the first three months, 60% in the subsequent nine months and 50% after one year of unemployment. The ceiling (892,50 €) and lowest (350,00 €) amount of unemployment benefits are also set.
The duration of the right to unemployment benefits depends on the accumulated unemployment insurance periods.
An unemployed person may claim unemployed benefits lasting:
** 2 months for insured persons younger then 30 years of age and with the insurance period at least 6 months in the past 24 months,
** 3 months for the insurance period ranging from 9 months to 5 years,
** 6 months for the insurance period ranging from 5 to 15 years,
** 9 months for the insurance period ranging from 15 to 25 years,
** 12 months for the insurance period exceeding 25 years,
** 19 months for insured persons older than 50 years of age and with the insurance period exceeding 25 years,
** 25 months for insured persons older than 55 years of age and with the insurance period exceeding 25 years.
Unemployment insurance periods are consumed once the right to unemployment benefits is granted. The insurance period from which the right to unemployment benefits was already assessed and the insurance period achieved on the basis of receiving unemployment benefits are therefore not taken into account if the right to unemployment benefits is repeatedly claimed (only persons who are older than 57 years or have accumulated an insurance period of more than 35 years are excepted from this rule).
Unemployment benefits recipients have the right to all compulsory social insurance contributions (health, pension and disability, unemployment and parental insurance) which are paid by the Employment Service of Slovenia.
If the right to unemployment benefits expires within less than one year before the minimum conditions for old-age pension are met, a person is entitled to payment of contributions for pension and invalidity insurance by the Employment Service of Slovenia until the minimum conditions are met.
Certificate Of Income Level:
I. Gross wages or salary received by the insured in the 8 months before the beginning of unemployment (do not enter wages or salary that the insured received FOR the individual month, but the wages or salary they received IN the individual month for the preceding month). If the insured received wage compensation in the months stated pursuant to the regulations on employment relationships, health insurance, pension and invalid insurance or insurance for parental protection, enter the wages paid for any of the past eight months.
II. If the insured received wages for a shorter period, the Employment Service will take the compensation received into account for the missing months. If the compensation was paid by the employer, enter the data on the paid compensation, otherwise enter a comment that the compensation was paid by a payer (PDII, HIIS, CSW) – in that case the Employment Service will obtain the data ex officio.
III. If during that period the insured received neither wages nor compensation, enter the wages paid in any of the past eight months in which they received payment. If they received wages in a period shorter than 8 months, enter their base salary for the missing months, increased by the seniority bonus that the insured would have received if they had worked.
IV. For independent persons subject to payment of contributions (compulsorily and voluntarily insured) enter the basis on which the contributions were paid (for voluntarily insured parties in the period of eleven months before the month of the beginning of unemployment). The certificate must be validated by TARS.
