Laissez Passer Issuance
A Laissez-Passer is issued to all Rwandan who intends to travel to the following countries:
The Republic of Burundi, The Democratic Republic of Congo ,The Republic of Kenya ,The United Republic of Tanzania , The Republic of Uganda ,The Republic of South Soudan upon fulfilling requirements.

Physical presence of the applicant is required when submitting the documents and withdrawing Travel Document.
Eligible persons:
All Rwandans aged 16 and above, apply for themselves but for children under 16 years old applications should be made by their own parents or guardians in the presence of the child concerned.
Where application made:
At the headquarters of the Director General of Immigration and Emigration, at all districts immigration and emigration offices where applicant resides.
Processing time:
A laissez passer is obtained within 2 working days and valid for two years (2 years).
Applicants of 16 years and above:
First application:
Document Fees: 10,000 Frw
Requirements:
** A recommendation letter issued by the administrative cell level.
** A copy of valid identity card upon presentation of the original identity card;
** one recently taken colored passport size photos with the white background
** Receipt of 10,000Rwf from Rwanda Revenue Authority;
** Fill in the application form;
Requirements For Second Application:
** A copy of valid identity card upon presentation of the original identity card.
** one recently taken colored passport size photos with the white background
** Receipt of 10,000Rwf from Rwanda Revenue Authority

** A copy of previous laissez passer and the original should be presented to migration officer.
Case of Lost Laissez Passer:
Requirement for application:
** A copy of valid identity card upon presentation of the original identity card;
** One recently taken colored passport size photos with the white background;
** Receipt of 10,000Rwf from Rwanda Revenue Authority for new laissez passer;
** Fill in the application form; click here
** Receipt of 5000 Rwf paid at Rwanda revenue authority as fine for loss;
** Declaration of loss certificate issued by police;
** For lost laissez passer, duration of issuance is 30 days starting from the day of documents submission to DGIE office.
Child Under 16 Years Old:
For child whose parents are legally married, following are requirements:
** Copy of both parents’ identity cards and originals presented to migration officer for verification purpose;
** One colored passport size photos with white background;
** Child’s birth certificate from sector level;
** Receipt of 5,000frw paid from RRA;
** Application letter addressed to the Director General of Immigration and Emigration signed by both parents;
** Parents’ marriage certificate issued at the sector level;
** Fill the application form in capital letters
2. A Child Who Lost Both Parents:
** Child’s birth certificate
** Death certificate for both deceased parents
** A copy of a legal guardianship
** One colored passport size photos with white background.
** Receipt of 5,000Rwf paid at Rwanda Revenue Authority.
** A copy of the guardian’s identity card
** Application letter addressed to the Director General of Immigration and Emigration written by the guardian

3. A Child Who Lost One Parent:
** Child’s birth certificate issued at the sector level
** Death certificate of the deceased parent issued by sector competent authorities
** One colored passport size photos with white background.
** Application letter addressed to the Director General of Immigration and Emigration written by the living parent
** Receipt of 5,000Rwf paid from Rwanda Revenue Authority.
** A copy of the living parent’s Identity Card

3. The Child Living With One Of His/Her Divorced Parent Who Stays With The Child Should Present:
** Child’s birth certificate issued at the sector level
** A copy of divorce notice issued by the court
** One colored passport size photos with white background
** Application letter addressed to the Director General of Immigration and Emigration written by the parent taking care of The child.
** Receipt of 5,000 Rwf paid at Rwanda Revenue Offices
** A copy of the identity card for the parent taking care of the child.

N.B:
An agreement of two parents is needed if one parent is allowed to visit the child.
4. For A Child With Unmarried Mother:
** Child’ birth certificate issued at the sector level
** Celibacy certificate of the mother is required;
** In case the child stays with the father, this one presents a Certificate of recognition issued by the sector authorities
** Application letter addressed to the Director General of Immigration and Emigration written by the parents legally living With the child;
** One colored passport size photo with white background
** Receipt of 5,000 Rwf paid at Rwanda Revenue Offices
** A copy of the identity card for the parents taking care of the child.

Renewal Of Laissez-Passer:

** Receipt of 5000 Rwf paid in Rwanda
** Photocopy of the previous Laissez-Passer and a copy of identity card
** Photocopy of previous Laissez-Passer and Identity card when submitting document requesting for the new one
** One recent clear colored passport size photo with white background
5. In case of lost Laissez-Passer:
** Fill the application form in capital letters; click here
** Receipt of 5000 Rwf paid in Rwanda for new laissez passer;
** Loss certificate issued by police station ;
** Receipt of 2,500 rwf paid at Rwanda Revenue Authority as fine for lost document;
** One recent clear colored passport size photo with white background;
** Marriage certificate or celibacy certificate for parents
For lost laissez passer, duration of issuance is 30 days starting from the day of documents submission to DGIE office.
