Registration of International Non Governmental Organizations INGOS In Rwanda:
Important Notice For The New Applicants To Consider:
1. The first step for the INGO intending to operate in Rwanda is to consult the Directorate General of Immigration and Emigration/ DGI&E (Central level Kacyiru Headquarters) in order to get guidance; list of Requirements and detailed information regarding registration.

2. The second step is to consult relevant Line Ministry for Orientation and Signing a Memorandum
Of understanding /MOU or recommendation letter.(NB. Line Ministry is the Ministry with attributions of INGO activities, eg: INGOs involved in education activities are oriented by the Ministry of education.

3. The third step is to consult the District via email or any communication system in place in order to harmonize INGO action plan with the District development Programs (DDP). However, this is not subject to INGOs operating on the Central level. (NB. Central level INGOs are the INGO operating directly with the line Ministries National level.)

4. The fourth step is to submit all registration requirements to the DGIE after having them bound with glue in order to process their application.

NB:
INGOs involved in any domain(s) should have the recommendation letter or MOU from the concerned line ministry (ies).
When the process of registration is carried out by a foreigner he or she is advised to request a special pass for three months in order to stay legally in the country.

Types Or Categories Of Ingo Registration In Rwanda:
1. First time annual registration
2. Renewal of annual registration certificate
3. Registration for More than one year.

A.Requirements For The First Time Registration:
1. To present a power of attorney from the Head Office assigning a representative of new INGO applying for registration in Rwanda. However, this is not applied to the Founder /CEO of the Organization.

2. Application Letter addressed to the Director General of Immigration and Emigration/DGIE requesting to register an INGO.

3. Annual action plan for fiscal year (July-June) aligned with the vision 2020/EDPRS II and DDP (District Development Plan). Click here for application form at the central level.
4. Notarized Statute/Bylaw issued by competent Authority of the country where that INGO’s Head Office is located.

5. Signed proof of funding/or a commitment letter from the donor or INGO international head office.
6. Detailed Annual Budget for July-June Fiscal year (administrative and developmental budget)

7. Recommendation letter or a Valid Memorandum of Understanding from the partnering line Ministry.
8. Proof of submission of agreed on action plan from the respective districts of operation. This is prepared using the Application form at the District level (click here to download).

9. Organizational structure of the INGO in Rwanda.
10. Binding all registration requirements with glue according to the arrangement of requirements as it appears on the website.

NB:
** Please fill correctly all necessary details.
** The format at the central and District level are attached

** The Action plan and Annual report at the central level should be submitted at Directorate General of Immigration and Emigration /Head office at Kacyiru in INGO Division Office.
** The Action Plan and Annual report at the District Level are submitted electronically via District Immigration officer e-mail where INGO operates.

II. Important Notice To Consider For The Ingos Renewing For One Year & More Than One Year Registration (This Is Applied To All Registered Ingos):
1. Each registered INGO is requested to respect the registration period starting from July to September according to the financial Year of Rwanda.

2. Renewal of INGO registration should be done in 30 days before the expiration date of the existing Certificate. (From 1st July- 30th August)

3. All INGOs shall submit the following documents annually to the DGIE Head Quarters Kacyiru:
a. Proof of submission of agreed on annual report and action Plan from the District of operation (action plan at the district is submitted via e-mail of Immigration officer at the respective District of operation).

b. Submission of the combined annual reports and action plans to central level (DGIE Head office Kacyiru in INGO Division Office).
c. Each registered INGO is requested to update the list of Personnel and INGO assets in case of any change to the previous submitted in registration application.

B.Requirements For The Renewal Of Registration:
1. Application Letter addressed to the Director General of Immigration and Emigration.
2. Annual activity report done according to the format of the application Form at the central level and for July -June Fiscal year click here to download

3. Annual Action plan for fiscal year (July-June) aligned with the vision 2020/EDPRS II and DDP (District Development Plan). Click here for application form at the central level.
4. Signed proof of funding/or a commitment letter from the donor or INGO international head office.

5. Detailed Annual Budget for July-June Fiscal year (administrative and developmental budget).
6. Recommendation letter or a Valid Memorandum of Understanding from the partnering line Ministry.

7. Proof of submission of the agreed on annual activity report of the previous year and action plan of the next July-June fiscal year to the respective districts of operation. This is prepared using the Application form at the District level click here to download.

8. Organizational structure of the INGO in Rwanda.
9. Please bind the document with glue and in the order of the requirements.

NB:
** Please fill correctly all necessary details.
** The Action Plan and Annual report at the District Level are submitted electronically via District Immigration officers e-mail where INGO operates.

** The Action plan and Annual report at the central level should be submitted at the Directorate General of Immigration and Emigration /Head office at Kacyiru in INGOs Division Office.
** Each registered INGO is requested to respect the registration period starting from July to September of each year and is subject to annual reporting as mentioned on the DGIE/Website according to its status.

** The INGO registration renewal shall be done 30days before the expiration of the existing certificate (From 1st July to 30th August of each year).

C. Requirements For More Than One Year Up To 5 Years:
Registration application for more than one year will be only for already registered INGOs.
1. Application Letter addressed to the Director General of Immigration and Emigration.
2. Strategic plan of activities for more than one year, showing its budget execution and performance indicators endorsed by the Line Ministry.

3. Annual Action plan for fiscal year (July-June) aligned with the vision 2020/EDPRS II and DDP (District Development Plan). Click here for application form at the central level.
4. Detailed Annual Budget for July-June Fiscal year (administrative and developmental budget)

5. Signed proof from donor funding the INGO or a commitment letter from the head office of the INGO.
6. Recommendation letter or MOU covering for the applied period.

7. Consider law Nº05/2012 OF 17/02/2012 article 18 paragraph 3(to carry out funds transfer through financial institutions legally operating in Rwanda).
